Implementing Legacy for the Territories requires overcoming significant environmental, social, and logistical challenges, particularly in remote rural areas with limited connectivity and low educational attainment. Target populations often faced barriers such as economic instability, low digital literacy, and lack of access to formal employment opportunities.​

To address these issues, the program adopted a territorial and participatory approach, designing interventions tailored to each community’s economic potential and cultural identity. It developed three strategic pathways:​

  1. Workforce development – technical and soft skills training aligned with market demands
  2. Entrepreneurship support – income generation and network-building initiatives.​
  3. Education – access to future-oriented knowledge such as sustainability and digital tools.​

 

In 2025, the program entered a second phase with a performance-based approach and is currently designing a Social Impact Bond to reduce talent gaps in Bogotá—reinforcing GEB’s commitment to social innovation and long-term impact.
